Canadian OSCE Parliamentary Association (2013)
In October 2013, Senator Massicotte took part in the Parliamentary Assembly for the Organization for Security and Co-operation in Europe, which took place in Budva, Montenegro. The organization is a primary instrument for early warning, conflict prevention and crisis management. It is also recognized as a regional arrangement under chapter VIII of the United Nations Charter, which requires that participating UN Member States "make every effort to achieve pacific settlement of local disputes through such regional arrangements or by such regional agencies before referring them to the Security Council." However, the OSCE is not an international organization in the strict sense of international law and its resolutions are not legally binding on the signatory countries.
Energy, Environment and Natural Resources Committee (2013)
In May 2013, the Energy, Environment and Natural Ressources Committee took part in a fact finding trip in the Maritimes. They visited the Irving Oil Refinery in St John, New- Brunswick, followed by a visit to the Atlantic Pilotage Authority in Halifax, Nova Scotia. These visits helped the Committee make sound decisions for the final Report Moving Energy Safely: A Study of the Safe Transport of Hydrocarbons by Pipelines, Tankers and Railcars in Canada.
Jubillee Medals (February 2013)
On Sunday, February 10, 2013, Senator Massicotte presented the Jubilee Medal to 30 recipients from Lanaudière region, recognized for their outstanding community contribtuions and outstanding achievements. Queen Elizabeth II Diamond Jubilee Medals honours Her Majesty for her service to this country. At the same time, this commemorative medal served to honour significant contributions and achievements by Canadians. A new commemorative medal was created in 2012, to mark the celebrations of the 60th anniversary of Her Majesty Queen Elizabeth II’s accession to the Throne as Queen of Canada. The Queen Elizabeth II Diamond Jubilee Medal is a tangible way for Canada to honour Her Majesty for her service to this country. It also serves to honour exceptional contributions and achievements by Canadians. Senator Massicotte received 30 Jubilee Medals, which he gave to deserving citizens of his senatorial district of De Lanaudière. On February 10th, 2013, a ceremony was organized so the senator could recognize these people, and personaly give them their medals. In order to represent De Lanaudière entirely, medals were awarded to people from communities of 2000 to 80 000 inhabitants. As well, a variety of fields and talents were recognized : volunteerism, military, social services, education, sports, culture, politics...
